Abstract
Historic structures serve as valuable stores of architectural, cultural and collective memories; however, their continuing existence is conditioned by the ability of such buildings to fit the current requirements in terms of functionality, environment and society. Traditional conservation of historic buildings may contradict the need to adapt buildings to modern conditions of their use while uncontrolled adaptation may affect authenticity, cultural significance and architectural value of historic structures. These aspects indicate the need to look at conservation and adaptive reuse of buildings from another perspective, considering them not as opposing concepts but complementary techniques for maintaining historical built environment. The present paper reviews the interrelation between architectural heritage conservation and adaptive reuse of buildings, analyzing existing literature regarding such aspects as cultural significance, authenticity, conservation principles, adaptive transformation, functional compatibility and sustainability. Instead of the traditional view of adaptive reuse of buildings as the adaptation of obsolete structures to new purposes, the process is regarded as negotiation of continuity and change and maintenance of historic significance of buildings during their adaptation. Further, the analysis examines critical issues relating to integrity of materials and space, functional conversion, regulations, technologies, economics, environmental performance, and stakeholder interests. From the foregoing discussions, the review suggests that successful heritage conservation should shift from the concept of preservation from change to the process of managing change in interventions that are driven by cultural significance, context-sensitivity, reversibility, and viability. In this case, adaptive reuse is viewed as the tool to ensure the sustainability of historic built environment in terms of its physical form and cultural significance. Finally, the review concludes that the future research should explore an approach that treats conservation and adaptation as complimentary processes.

- Introduction
Historic buildings form an integral part of the built environment, not just because they serve as tangible structures, but as a storehouse of architectural information and knowledge, cultural memory, and identity and continuity of history [1]. Besides their material and aesthetic properties, historic buildings are valued due to meanings and practices, events, and collective memory related to particular places. In light of the rapid demographic, economic, environmental, and spatial changes cities experience today, it is necessary to conserve historic buildings in order to ensure continuity in constantly changing urban environments. Nonetheless, the process of conserving historic buildings cannot ignore practical considerations. The buildings that were constructed taking into account previous social, technological, and functional conditions may fail to meet the current needs and create a tension between the need to preserve architectural values and functionality.
The conventional concept of architectural heritage conservation has always focused on preserving historic fabric, architectural character, and material authenticity. This has played an extremely valuable role in avoiding irreversible losses of significant buildings and places. Yet, the conservation notion that identifies preservation with physical non-changeability or minimization of change becomes more complicated as historic buildings need to address current functional, environmental, accessibility, safety, and regulatory issues. While the building is still intact physically, it can face neglect and decay if its functional obsolescence occurs.
Indeed, this challenge has played an integral role in shaping the significance of adaptive reuse within historic built environments. Adaptive reuse consists of a process of transforming an existing structure into something new by integrating its architectural and cultural elements with new functions. In contrast, the importance of adaptive reuse goes beyond the notion of turning an existing structure into a different purpose; this concept brings up a basic issue relating to the balance between the extent of change that does not compromise the essence, authenticity, and value of the historic place. While too much intervention might erase the valuable historic features of a place, too little intervention may lead to inability to accommodate current needs. Thus, the challenge of adaptive reuse of historic places does not concern whether or not historic structures are subject to any change, but it concerns ways of conducting changes that would allow preserving the cultural significance of a historic place and maintaining functionality of buildings.
In relation to the challenges described above, there are a number of scholarly discussions related to heritage conservation, authenticity, adaptive reuse, sustainability, architectural interventions, and historic urban regeneration. The topics addressed by the previous studies cover such issues as conservation approaches, adaptive reuse strategies, compatibility with the original function, material preservation, intervention on a structure, environmental performances, financial feasibility, community involvement, and legislation [4]. It is worth mentioning that each of these areas are usually discussed in a partially independent manner, as the conservation studies often pay more attention to the preservation of the heritage value and authenticity of a historic place, while the adaptation research focuses on functional transformation, sustainability, economy, or current architectural trends.
A final limitation relates to the propensity to see heritage conservation and adaptive reuse as mutually exclusive goals. From a traditional preservationist approach, the main problem with adaptation is often understood in terms of its risks for authenticity and integrity of the building. Yet from a development-oriented perspective, excessive conditions for conservation may be seen as restrictions for proper functional performance, economical efficiency and usability. Thus, the binary view fails to recognize that controlled adaptation of the building may serve as one of the tools for its conservation because it will make the building usable, maintainable, socially relevant and economically profitable. It is necessary then to stop regarding change as a negative factor altogether and start considering the issue of controlled change.
Taking into consideration the above-mentioned information, this review revisits the interrelationship between architectural heritage conservation and adaptive reuse. Instead of understanding conservation in terms of preservation of architectural heritage and adaptive reuse in terms of functional transformation, the issue of continuity and adaptation is considered from a critical and lifecycle-based perspective, seeing it in terms of negotiation of historical meaning and current needs. Particular emphasis will be put on the interrelation of such concepts as authenticity, cultural significance, integrity, functional adaptation, environmental performance and economical viability.
Therefore, the aim of this review is threefold. First, to explore how current approaches to architectural heritage conservation have evolved from a preservationist paradigm to more flexible and context-specific strategies for handling change. Secondly, to examine the concept of adaptive reuse in terms of its potential to facilitate a sustainable balance between heritage conservation and the needs of contemporary functionality, environment, society, and economy. Finally, to determine the criteria for sustainable development through adaptation which will help preserve historic heritage in the long term.
2.Literature Review
2.1 Evolution of Adaptive Reuse in Heritage Research
Adaptive reuse is an approach which has gained increasing attention in the context of heritage conservation and revitalization [5]. As opposed to earlier approaches, which were mainly concerned with protection of the historic fabric, architectural character and material authenticity, contemporary research acknowledges the importance of continued use for sustaining heritage resources. In this respect, adaptive reuse is the result of transition from perception of historic buildings as heritage objects that need to be protected to being regarded as the part of the present day environment which has history.
Adaptive reuse is generally understood in the literature as the process of introducing new functions to the existing building while preserving some elements of historic and cultural significance. Yet, the meaning and aims of adaptive reuse are rather different depending on the field. Architectural research tends to focus on spatial transformation, compatibility between new and old architecture and the relationship between historic fabric and contemporary interventions. Conservation research pays more attention to the questions of authenticity, integrity, cultural significance and preservation of heritage values, while sustainability-related studies focus on such benefits as low energy consumption, extending lifetime of the building and urban regeneration.This diversity demonstrates that adaptive reuse is inherently multidimensional. Existing systematic research has identified a broad range of factors influencing adaptive reuse outcomes, including architectural, structural, socio-cultural, economic, environmental, energy, authenticity, legal, management, and functional dimensions [6]. These findings indicate that the success of adaptive reuse cannot be adequately explained through architectural design alone. Instead, successful outcomes depend on the interaction of physical, cultural, economic, environmental, regulatory, and managerial considerations [7].
The evolution of the literature therefore reflects a broader transition from a building-centred understanding of conservation toward a more integrated approach to heritage management [8]. daptive reuse is being increasingly viewed not merely as an intervention on a building but as an ongoing process of assessment, value discovery, decision making on the part of design, implementation, management, and evaluation. This process-based view is vital to the study of how buildings of historical significance could continue to be relevant under changed contemporary conditions.
2.2 Conservation Value and Functional Adaptation
One recurring topic in the literature is the interrelationship between conservation value and functional adaptation. The designs of buildings of historical significance were usually based on certain technological, functional, and social parameters, which may have altered significantly over time. Thus, their continued usefulness will likely entail alterations to their circulation, space, servicing, access, structure, environmental performance, and building technologies.
The literature suggests that functional compatibility is therefore a critical determinant of adaptive reuse [9]. A new function must be sufficiently compatible with the physical and cultural characteristics of the existing building while also providing a viable basis for continued occupation. Highly incompatible functions may require extensive intervention and consequently increase the risk of damaging significant fabric or spatial relationships. Conversely, an overly restrictive interpretation of compatibility may limit the range of viable uses and potentially contribute to underutilization or abandonment.
This creates an important distinction between functional adaptation and functional replacement. Functional adaptation seeks to accommodate contemporary requirements while maintaining meaningful relationships with the existing building, whereas functional replacement may prioritize the new use to such an extent that the historic building becomes merely a physical container for a new program. The latter approach can weaken the cultural and architectural identity that originally justified conservation.
Recent research further indicates that functional compatibility cannot be considered independently from other dimensions of adaptive reuse. Materials, spatial organization, cultural value, authenticity, economic conditions, investment requirements, and technical feasibility may all influence whether a proposed use is appropriate. Adaptive reuse therefore requires a process of balancing competing values rather than maximizing functional performance alone [10].
2.3 Authenticity and Architectural Integrity
Authenticity represents one of the most persistent areas of discussion within heritage conservation and adaptive reuse research. Significance of historic buildings is partially based on the legitimacy of the evidence in terms of the material, space, architecture, and history of those buildings [11]. Thus, any alterations to the original material, space, architecture, and history of the building might cast doubt about the authenticity of the heritage environment.
On the other hand, the literature shows that authenticity should not be understood simplistically as the unaltered original material. Historic buildings usually have several layers of modifications caused by different factors.Their present condition may therefore represent a historical process rather than a single original state. This creates an important distinction between preserving a particular physical moment and preserving the historical continuity represented by the building.
Research on adaptive reuse consequently increasingly treats authenticity as a multidimensional and contextual concept [12]. The significance of an intervention depends not only on how much original material remains but also on whether the intervention maintains the legibility of the building’s historical identity and cultural meaning.
Integrity provides a complementary consideration by addressing the wholeness and coherence of the heritage resource and its significant attributes [13]. A building may retain individual historic elements while losing the spatial, structural, contextual, or visual relationships that give those elements meaning. Consequently, conservation decisions should consider not only whether specific materials or architectural features survive but also whether the overall relationships that support heritage significance remain understandable.
These considerations establish an important basis for evaluating adaptive interventions. Rather than treating authenticity and integrity as absolute prohibitions on change, the literature suggests that interventions should be assessed according to their consequences for the attributes and relationships through which cultural significance is expressed.
2.4 Adaptive Reuse and Sustainable Development
Another major strand of literature connects adaptive reuse with sustainable development. Retaining existing buildings can reduce the need for demolition and new construction while preserving embodied resources and maintaining established urban infrastructure [14]. The idea of adaptive reuse can also help ensure social and economic sustainability through local regeneration, preservation of culture, creation of new economic opportunities, and integration of historical sites within the modern city environment [15].
However, the connection between adaptive reuse and sustainability can be misinterpreted as a simple concept that adaptive reuse is automatically sustainable. A project might maintain a historical site, yet include energy-hungry systems, much addition of construction, bad space configuration, or unsustainable economic demands. In contrast, a project might have high sustainability level, yet negatively impact heritage by using inappropriate approach.
Sustainability in the context of heritage is now viewed more and more as multi-faceted one. In addition to good environmental performance, other factors like cultural significance, socio-economic value, economic sustainability, architectural consistency, and usability must be taken into account [16]. As such, sustainable use of a heritage building is not only about reducing impact on the environment, but about maintaining the ability to remain relevant and useful.
Thus, long-term sustainability turns out to be another important aspect of sustainable adaptive reuse. A historical building that has cultural significance but does not allow for a viable reuse remains at risk of deterioration and even abandonment. In contrast, a profitable reuse that harms heritage in any way fails to achieve sustainability purposes. Therefore, sustainable adaptive reuse is a process that requires a balance between several aspects.
2.5 Social, Economic, and Institutional Dimensions
Adaptive reuse also takes place in a wider context of stakeholders. Owners, architects, conservators, developers, public officials, users, and community members may give different meanings and priorities to the same historical building. This situation creates potential conflict between concerns about cultural preservation, economic efficiency, development goals, public accessibility, functionality, and regulation.
More attention is paid in recent research to the importance of stakeholders’ participation in the process of adaptive reuse [17]. The local community may have information about history of a building, culture, collective memory, and patterns of its use that cannot be obtained through technical investigation. Thus, stakeholders’ participation will facilitate the context of heritage significance and add legitimacy to the intervention decisions.
Economic viability is one more important factor since any conserving activity requires long-term resources for maintenance, management, repairs, and further interventions. A building may have high cultural value but still remain exposed to risk of deterioration if the use after the intervention does not provide financial resources for its maintenance. On the other hand, commercial goals may bring necessary funds but create pressure on interventions that harm heritage values.
Institutional and regulatory factors also determine a spectrum of possible interventions. Regulations provide necessary protection from inappropriate interventions, but too strict requirements may sometimes undermine functional adaptability. At the same time, inadequate regulation may result in commercially motivated interventions that do not take into account long-term cultural significance.
Thus, recent research considers adaptive reuse as a decision making process, in which various stakeholders and conflicting values participate. Adaptive reuse does not try to eliminate these conflicts but provides ways to identify and negotiate interests of stakeholders.
2.6 Multidimensional and Integrated Approaches to Adaptive Reuse
From what has been established in the extant literature, it is clear that the study of adaptive reuse has developed to become a multidisciplinary endeavor comprising conservation theory, architecture, building technology, sustainability, economics, social value, policy, and management. This has been achieved as a result of the multidisciplinary nature of historic buildings.
At the same time, this diversity creates a conceptual challenge. Many studies continue to emphasize individual dimensions of adaptive reuse, while others focus on identifying factors that influence project success. Systematic reviews have attempted to address this fragmentation by categorizing the factors affecting adaptive reuse and developing integrated approaches to assessment and decision-making.
Such research demonstrates that adaptive reuse outcomes emerge from interactions among multiple variables rather than from a single determinant [18]. Building features could affect functional compatibility; functional needs could affect the level of intervention; the level of intervention could affect authenticity; economic viability could influence the type of intervention; and regulatory requirements could limit all these choices.
Therefore, adaptive reuse should be seen as an interrelated decision-making process, not a chain of independent technical decisions. It is not enough to evaluate whether a building can be adapted to a new purpose but also whether the introduction of that purpose influences the other values of the heritage building.
2.7 Research Gap
The literature shows that conservation of architectural heritage and adaptive reuse have become mature research areas. Previous research has addressed issues of cultural significance, authenticity, integrity, functional compatibility, sustainability, economic viability, social involvement, regulations, technologies and management. Moreover, recent systematic reviews have summarized this research and identified many factors and suggested integrated approaches to adaptive reuse assessment.
However, there is one conceptual gap in the current literature. Many previous publications are devoted to the problem of factor identification, assessment of feasibility of certain reuse options or development of evaluation frameworks [19]. These researches are important but factor identification cannot explain how different values should be reconciled in case of conflicting requirements of conservation and contemporary functional, environmental, economic or social purposes.
For example, improving accessibility may require physical alteration; improving energy performance may require new building systems; adapting spatial layouts may affect historic configurations; and achieving economic viability may require changes in use or intensity. These situations demonstrate that the central challenge is not simply determining which factors matter, but determining how change should be managed when these factors interact and conflict.
This gap suggests the need for a more critical interpretation of the relationship between conservation and adaptation. Rather than treating conservation and adaptive reuse as inherently opposing objectives, they can be understood as interconnected processes through which historic significance is maintained while buildings respond to changing contemporary conditions.
Accordingly, this review proceeds from the premise that the future of historic built environments depends not on eliminating change but on understanding, evaluating, and managing change in relation to cultural significance. The following chapter therefore reconsiders architectural heritage conservation and examines how the concept of conservation itself can evolve from a predominantly preservation-oriented approach toward a more dynamic understanding of heritage continuity.
3.Rethinking Architectural Heritage Conservation
3.1 From Preservation to the Management of Change
Conservation of architectural heritage has always been linked with protection from physical changes or alterations. Such a conservation approach aimed at preservation has proven to be an indispensable tool to protect cultural heritage and prevent irretrievable loss of historically valuable built environments. However, modern reality of historic buildings poses the problem of understanding conservation in terms of the prevention of physical alterations alone.
Buildings constructed under previous functional and technological conditions face challenges related to changing uses, technology advances, environmental threats, regulatory demands, demographic changes, and social expectations. In such conditions, conservation in terms of the prevention of change can become an obstacle to functioning of buildings which could result in underuse, deterioration, or even abandonment.
Preservation versus conservation becomes a key factor for consideration. While preservation usually focuses on retention and preservation of fabric and prevention of change, conservation includes a broader scope of processes including understanding, protection, management, and transmission of cultural significance. This broader understanding does not undermine the significance of historic fabric but acknowledges that the physical aspect of buildings is valued for its ability to convey its historical, cultural, architectural, and social meanings.
Historic buildings are also inherently dynamic entities. Many have evolved through successive periods of extension, repair, modification, technological adaptation, and changes of use [22]. The transformations themselves can serve as evidence of changes taking place in the course of history. Therefore, one can argue that any change is not automatically incompatible with heritage conservation. The key question here is whether or not the specific change threatens heritage values or serves to enhance them, making the historic environment sustainable.
Such an approach creates a fundamentally new perspective on conservation and calls for a fundamental rethink of how conservation decisions should be made. It turns the discussion of how changes are perceived into the main issue, and the focus shifts from asking whether or not any changes should take place to discussing how they can be managed [20].
3.2 Cultural Significance as the Basis for Conservation Decisions
Managing change necessarily implies knowing what significance the historic building has. In other words, cultural significance becomes the conceptual framework within which conservation decisions are made. It is because cultural significance provides the means of getting beyond the assumption that every element of the building has the same heritage value.
Significance can be defined in terms of architecture, history, aesthetics, building methods, social connotations, technological features or connection with a particular community or place. All these values might be interrelated or even be contradictory. Different people might perceive the same building’s significance differently, depending on their cultural and professional background, experience, or relationship with the place.
This multidimensional character of significance has important implications for intervention. If every physical element is treated as equally important, conservation may become excessively restrictive and prevent necessary adaptation. Conversely, if physical components are treated primarily according to their functional or economic usefulness, significant heritage attributes may be lost.
Significance-based approach allows conservation interventions to distinguish the parts of the structure based on their contribution to the heritage value of the entire place [21]. The materials, spaces, structures, evidence or contextual qualities of high significance need higher protection and preservation, while low-significance zones may have more potential for adaptation.
It doesn’t mean that elements of low significance are unimportant, but this approach helps to target conservation resources and actions towards the parts of the heritage environment, the loss of which will have more impact on the heritage value of the environment.
This approach is crucial for adaptive reuse as any transformation implies some sort of intervention. The lack of awareness of significance may make adaptation unnecessary too strict or too invasive. The cultural significance becomes the basis for evaluation of the boundaries of change.
3.3 Authenticity, Integrity and Boundaries of Change
Authenticity is probably the most controversial notion in heritage conservation as it relates to the credibility and integrity of the evidences of historical identity of the place. Authenticity is associated with the original materials, architectural form, craftsmanship, historical fabric, but it may include also use, function, setting, traditions, techniques and associations.
Strict interpretation of the authenticity may make one think that any change means the loss of heritage value. Nevertheless, historic buildings usually contain many layers of changes, which happened during the building’s life. Extensions, repairs, adaptations, replacements, and changes of use may represent legitimate parts of the building’s historical evolution. Attempting to restore every building to a single presumed original state can therefore remove evidence of subsequent historical development.
This creates an important distinction between preserving an original condition and preserving historical continuity. The objective of conservation is not necessarily to return a building to a particular moment in its history but to maintain the significant evidence and relationships through which its historical and cultural meaning can remain understandable.
Integrity provides a complementary consideration. A building may retain individual historic elements while losing the spatial, structural, visual, or contextual relationships that give those elements meaning. Consequently, conservation decisions should consider both individual attributes and the wider system of relationships within which heritage significance is expressed.
The boundaries of acceptable intervention should therefore be determined through the relationship among significance, authenticity, integrity, necessity, and impact. An intervention should be considered not simply according to how much material it removes or adds, but according to whether the resulting transformation causes a disproportionate loss of heritage value.
This perspective allows conservation to accommodate necessary change without treating change itself as a failure of conservation.
3.4 Conservation and the Continuity of Use
The continued use of historic buildings represents an important dimension of long-term conservation. Buildings that remain occupied and functionally relevant are more likely to receive regular maintenance, generate resources for their upkeep, remain visible within community life, and retain social relevance.
However, the relationship between use and conservation must be understood carefully. Continued occupation alone does not guarantee heritage protection. A new use that requires excessive intervention may compromise significant architectural characteristics, while an economically successful function may gradually transform the building into a structure whose historical identity is difficult to recognize.
The problem here is therefore not the maintenance of continued use, but appropriate continued use. This entails taking into account the relationship of the suggested use with the spatial layout, structure, architecture, culture, environment, and context of the building. The closer the function works within the given qualities of the building, the more likely it is that unnecessary modification will be avoided. However, continuity of function is not always essential because many historic buildings have experienced a change of purpose in the course of their life cycle.
What is really essential is the continuity of meaning. An historic building may not fulfill its original purpose, yet it still maintains its history, culture, and architecture. Therefore, conservation may facilitate the change of purpose of an historic building provided that the essential qualities are understood.
This perspective provides an important conceptual bridge between conservation and adaptive reuse. If continued relevance is necessary for long-term conservation, and contemporary relevance may require functional adaptation, then controlled change can become a means of supporting conservation rather than an inherent threat to it.
3.5 Conservation as a Lifecycle-Oriented Process
One other crucial implication of this viewpoint is that conservation ought to be viewed as a process that is ongoing within a lifecycle of the object rather than as a discrete event. Historic buildings undergo such processes as degradation, changes in environment, functional needs, technological progress, maintenance, and shifts in social expectations through all their life.
Conservation that ensures viability of a historic building today cannot guarantee its viability in several decades. The functional needs of future generations, changes in environment, changes in regulations and technologies can take place. Hence, conservation should take into account not only the present but also the possibility of response of the building to future change.
A lifecycle viewpoint increases the meaning of conservation in terms of stewardship. It involves ongoing assessment, maintenance, monitoring, adaptation, and decision-making. This approach implies higher significance of the impact of the intervention beyond the moment of its implementation.
So, an intervention that seems minimally invasive initially may cause a lot of problems in maintenance later. In contrast, properly planned intervention that involves some changes can prevent future deterioration and make it possible to operate the building in a sustainable way. Thus, the quality of the conservation should be judged in terms of immediate heritage impacts and future implications.
The approach confirms the viewpoint that conservation and adaptation cannot be considered separately. Both are concerned with managing the relationship between inherited conditions and future requirements.
3.6 Towards a Dynamic Understanding of Heritage Conservation
The preceding discussion suggests that architectural heritage conservation should be understood as a dynamic process of maintaining significance under changing conditions. This interpretation does not reject preservation. Rather, it sees preservation as an aspect of a more encompassing process in which the protection of the significant characteristics of the resource is integrated with the sound management of essential change.
The paradigm shift may therefore be stated as:
Preservation of the fabric → Protection of significance → Management of change → Continuity
According to this model, conservation should not aim to prevent all modifications to the physical integrity of the heritage resource but should ensure that all changes are appropriate, are proportionate, take account of the contextual issues and are consistent with the value system of the heritage resource.
In addition, this change of perspective alters the character of adaptive reuse. No longer seen solely as a development tool applied to historic buildings, adaptive reuse may be regarded as one of the methods used in the conservation process in today’s world. It enables new needs to be accommodated without disrupting the significant associations between the building, its history, its users and its context.
The relationship between conservation and adaptive reuse, therefore, may be seen as one of complementarity and not inbuilt contradiction. Conservation sets the value systems and limits which need to be protected, whereas adaptive reuse creates options for accommodation within these limits.
It does not remove the potential for conflict. It only makes conflict an integral part of the conservation decision-making process. What needs to remain unaltered, what can be modified and to what extent should be transformed, become key issues.
Such an approach forms the basis for understanding adaptive reuse. Hence, the next chapter will discuss adaptive reuse as a means of managing change and continuity, with special emphasis on the interrelationship between heritage values, adaptation, intervention, and sustainability.
- Adaptive Reuse as a Strategy for Continuity and Change
4.1 Beyond the Preservation–Transformation Dichotomy
It is evident from the review of relevant literature above that adaptive reuse is influenced by many conflicting goals, which include the protection of heritage value, authenticity, and architectural integrity on the one hand and contemporary adaptations to the functional, environmental, social, and economic conditions on the other hand. Interpreting these goals as contradictory is a too restrictive approach to adaptive reuse since adaptive reuse is a process of reconciling continuity and change.
Historic buildings are far from being static artifacts. Their architecture, use, technology, and social significance may have developed during previous periods of adaptation. Hence, the very fact of change may be an important part of the history of a historic building. In such terms, the question about whether the building undergoes any changes is meaningless – what matters is whether the nature and extent of change fit into the heritage value of a particular place. The proposed viewpoint is an important foundation for overcoming the dichotomy of preservation versus development.
The viewpoint under discussion fits well into process-oriented adaptive reuse, which includes several steps starting from identifying a heritage building and its heritage values, estimating the possibility of adaptive reuse, choosing and implementing intervention strategies and evaluation of performance.
Therefore, it can be argued that adaptive reuse is a case of negotiated transformation [23]. The objective of adaptive reuse is not simply to impose an additional function within an old building, but rather to assess how current needs can be met while not compromising on the relationships which have made this place special. Through this approach, the role of judgement, contextuality, and proportionality becomes central to the concept of adaptive reuse, rather than presupposing either extreme preservation or flexibility.
4.2 Significance as the Basis for Determining What Should Change
It must be noted that for the managed transformation process, it will be necessary to identify clearly and precisely which aspects of a historic building could be subject to change and which should not be changed at all. Here cultural significance can play a vital role since by using this notion we would be able to go beyond the general supposition that all existing elements within the buildings possess equal heritage values. Rather, they are different and can be distinguished according to the specific contribution of each part to the heritage of the place in the historical, architectural, social, aesthetic, technological or associative terms.

4.3 Functional Compatibility and the Continuity of Use
Continued use is arguably one of the most significant factors through which adaptive reuse can help with the sustainable preservation of historic buildings. Historic buildings that remain useful and are in use continue to be maintained and remain a part of community life. Nevertheless, continued use cannot be considered an objective that justifies all sorts of functional transformations. The new use should be analyzed in terms of the physical capacities of the building, its cultural significance, space, and context.
Compatibility of functions thus plays an extremely important role in decision-making related to adaptive reuse. An appropriate function can be used in the context of space and structure with minimal interventions, while an inappropriate function will need substantial modifications in terms of circulation, structure, infrastructure, environmental control system, etc. The more substantial the interventions, the higher is the risk for authenticity.
However, compatibility cannot be seen as a perfect fit of the original and new uses of the historic structures. Historic buildings have been changing their uses many times in their histories, and requiring functional continuity from each of them may lead to unnecessary limitations in sustainable adaptation. What is important is the ability of the use to function inside the historic structure maintaining the relationships necessary for its cultural value.

The original use of the historic building can be lost, however, its cultural value can still be perceived through retaining the architecture features, historical connections, and relationships inherent in it. Thus, the heritage continuity can be preserved in spite of the loss of functional continuity through adaptive reuse. That is why adaptive reuse is seen as a cultural continuity mechanism rather than a technique to maintain physical occupancy of the structures.

The concept of proportionality is particularly useful in this context. Intervention should be sufficient to achieve legitimate contemporary objectives but should avoid unnecessary transformation of significant elements. This does not imply that all new interventions must be visually subordinate. Rather, it requires that their scale, location, materiality, reversibility where feasible, and functional necessity be considered in relation to the significance and vulnerability of the existing building.
4.5 Sustainability as Long-Term Viability
The connection between adaptive reuse and sustainability is not limited solely to the environmental benefits associated with keeping structures intact. While adaptive reuse may indeed provide opportunities for resource savings and mitigation of environmental impacts associated with the process of demolition, the sustainability of heritage buildings is also dependent on such criteria as their social significance, economic profitability, functional suitability, cultural value, and maintainability. The recent research on the subject also indicates that sustainable adaptive reuse is determined by the complex interplay of a range of architectural, economic, social, cultural, environmental, technical, and legislative aspects rather than by environmental performance alone.
This more comprehensive approach is necessary since the implementation of one sustainability criterion may negatively affect others. For instance, substantial energy-saving retrofits may increase the operational efficiency of a building, but result in the destruction of significant elements. Likewise, a profitable reuse project might be economically sustainable, but at the same time, socially detrimental.
Long-term viability serves as a great tool for combining these concepts. A heritage structure that is culturally valuable yet unable to serve an appropriate and economically viable purpose may undergo deterioration and abandonment. On the other hand, a building that is economically viable but lacks cultural and architectural value may not qualify as heritage anymore. Adaptive reuse broadens the timeline of conservation as well. The result of the project cannot be evaluated only by the time of the completion. Adaptive reuse needs to be seen as a continuous process.
4.6 Managed Transformation as an Integrative Conservation Principle
This previous analysis shows that the concept of adaptive reuse can be seen through the lens of a wider idea of transformation management. While this concept acknowledges that changes need to occur in order for historic structures to continue to survive, it does not support the view that functional and economic considerations alone necessitate such actions. In addition, such an approach would help balance conservation with the requirements of modern sustainability. In other words, rather than seeing heritage conservation as a barrier to development, managed transformation sees conservation as the means of achieving responsible development. It is rather an intermediate approach in which the continuity is achieved by careful managed transformation. The suggested approach gives more opportunities to understand how the heritage significance can be preserved or lost due to adaptive reuse practices. The following part will discuss the issues related to implementation of the suggested principles into practice.
5.Challenges in Heritage Conservation and Adaptive Reuse
5.1 Balancing Heritage Significance and Contemporary Requirements
One of the biggest issues in adaptive reuse lies in figuring out how to provide for present-day needs while still preserving the cultural and architectural value of the historic structures. The needs of modern occupants, laws, and operational considerations may include such aspects as improved accessibility, enhanced fire protection, better structural behavior, increased environmental comfort, energy efficiency, building services, and usability. Yet, achieving such needs can mean making changes that will impact on the historic fabric, spatial arrangement, architectural details, or relations between the building and the surrounding environment.

Therefore, it is critical to include the economic evaluation along with cultural assessment and life cycle consideration. Instead of evaluating if the adaptive reuse project is economically beneficial or not, it is necessary to determine how it supports the conservation and the usage of the historic building.
5.6 Conflicts among Stakeholders and Community Involvement
Many historic buildings have various meanings for different people. For instance, owners of a historic building may be more concerned about economic viability, whereas government agencies may be more concerned about compliance with the law, conservationists may care about cultural value, architects about innovation, users about functionality and communities about identity, memory and continuity.
Stakeholder conflict becomes particularly significant when decisions concerning adaptive reuse affect public access, community identity, or established patterns of use [25]. 5.8 Moving Towards Context-Specific Decision-Making
It has been shown throughout this paper that the process of adaptive reuse cannot be managed with the help of a universal rule. Different projects have different interaction between heritage significance, authenticity, physical state, functional needs, economic feasibility, environmental performance, legal issues and values of stakeholders. As such, adaptive reuse requires context-specific decision-making.
This is not to say that there cannot be any principles in the process of adaptive reuse. In fact, having a set of principles is crucial in order to ensure transparency and accountability of the process. Nevertheless, principles can only be used as tools of making decisions and not the decisions themselves.
From this perspective, the central challenge of heritage adaptive reuse is not technological or financial optimization in isolation. It is the negotiation of multiple forms of value under conditions of uncertainty and change. The quality of an intervention is ultimately determined by whether it can maintain meaningful heritage continuity while providing sufficient functional, environmental, social, and economic capacity for continued use.
Indeed, it shows the key idea of this literature review, i.e., the need to view the process of adaptive reuse as managed transformation, which involves being able to understand what elements of the historic building should remain unchanged, what changes should be made, what purposes these changes serve, and how the long-term impact of change can be managed. Such an approach allows for going beyond the conventional dichotomy of preservation and development, and for creating the future for the historic built environments, which will be resilient and sensitive to the context.
- Future Directions: Towards Resilient and Living Historic Environments
6.1 From Static Preservation to Dynamic Heritage Management
It is clear from the above discussion that the conservation of historic buildings over time will become increasingly dependent on the ability to make the right changes in the buildings. In such a way, the future heritage management practices should continue developing along the path towards becoming more dynamic in nature. It means recognizing historic buildings as the evolving elements of the built environment. However, this does not mean overlooking the value of their protection and preservation.
The approach of dynamic heritage management emphasizes that the decision to conserve should be viewed within the process of conservation itself and not as discrete acts. The value of the structure, its fit for purpose, its condition, and the connection with its surrounding community could possibly vary from time to time. Adaptive reuse should therefore involve provisions for periodic evaluation and modification to avoid the assumption that one single act of conservation will remain valid forever.
This approach makes it very clear the importance of reversibility and adaptability wherever possible. Acts of conservation which would make it possible for future generations to alter or restore or reinterpret the buildings without loss of heritage values should be preferred. This means that while thinking of conservation in the future, the present act of conservation should be evaluated keeping in mind future adaptability.
6.2 Integrating Heritage Conservation with Climate and Environmental Resilience

It depends on whether they contribute to improved understanding, decision-making, documentation, monitoring or management in a way that is in keeping with conservation principles and institutional capacities.
Research should also address the issue of integration of digital technologies within conservation workflows as well as the technical capacities of the technologies themselves. As digital dependence grows in relation to heritage management, data quality, data interoperability, long-term access, information ownership issues, professional capacity and organizational capacity will become increasingly crucial. Technologies should facilitate the exercise of expert judgement, not replace it.
6.6 Evaluating Projects in Multiple Ways
As a multidimensional concept, adaptive reuse projects call for more holistic evaluation methodologies. Adaptability will allow buildings to respond to functional, technological, and social changes. Resilience will allow historic sites to resist various kinds of pressure while still maintaining their identity.
The direction this leads to, however, is neither transformation without limit nor indefinite preservation as they were. Rather, what will define the future of heritage preservation within the realm of architecture is the development of an understanding, balanced, and situation-specific framework for change management. Incorporating adaptive reuse into this process will ensure that historic buildings can be inhabited not only from physical, social, environmental, economic, but also cultural perspectives as well in terms of the past.

There exists an important problem for architectural heritage conservation, and it consists of the fact that historic buildings have to maintain their significance from the point of view of culture, architecture, history, and yet adjust to new conditions.This review has examined this challenge through the relationship between heritage conservation and adaptive reuse and has argued that the conventional opposition between preservation and transformation provides an insufficient basis for understanding the future of historic built environments.
It is evident from the review that conservation goes beyond mere preservation from physical modifications. The historical buildings have undergone many modifications ever since their time in service. Their significance can be represented in many ways including in terms of materials used, architecture, space organization, associations, meanings, and contexts. This implies that any process involving the conservation of the buildings should be done in order to ensure preservation of culturally significant aspects of the buildings along with necessary modifications for sustainability.
Moreover, the review indicates that adaptive reuse is inherently multidimensional. Factors like authenticity, architectural integrity, functionality, condition, environmental performance, economic feasibility, regulatory requirements, technological intervention, and interest of stakeholders all intersect during the process of decision making. It is impossible to optimize all these dimensions together, since an improvement in one kind of performance might lead to some negative effects on the other.
For instance, the procedure of adaptive reuse should not be viewed simply as the procedure of converting a building that is outdated into something new. This is a process through which the interrelationship between continuity and change can be managed. For adaptive reuse to be successful, it entails converting buildings in such a way that their historical and architectural importance is not lost even as their function changes. Adaptive reuse is not all about achieving maximum either preservation or transformation; the right balance must be achieved.
A central conclusion of this review is that managed transformation provides a useful conceptual perspective for reconciling these competing requirementsManaged change does not mean that there are no limits or that historic buildings should never be modified. What it really means is the recognition that one needs to establish what should be preserved, what may change, why change is necessary, and what results it may have on the site in the long term. This approach enables one to judge the intervention based on cultural value, authenticity, integrity, compatibility, responsiveness, environmental considerations, economy, and adaptability.
From another perspective, it also transforms the way we think about conservation itself. The idea of the conservation process being an effort to preserve historic fabric against change gets transformed into the long-term management of heritage value under different circumstances. Preservation of physical fabric is crucial, but it is only one of the elements of this stewardship process that also involves maintenance, adaptation, monitoring, continued use, relevance, and resilience.
Furthermore, emphasis is placed on the need for an adaptive reuse process that extends beyond the process of changing the architecture. For the project to be successful, historical structures must continue to be able to adjust to evolving needs, surroundings, technological developments, laws, and applications. Therefore, elements like lifecycle management, adaptability, climate change resilience, involvement, digitization, and post-occupancy assessment must be included in future heritage initiatives.
Finally, rethinking of historic built environments calls for going beyond a dichotomy of preservation and development of the heritage. The productive way to look at conservation and adaptive reuse is as complementary processes within which heritage continuity can be maintained in spite of the change. It is not necessary for historic buildings to be valuable since they have not changed, but the value can be preserved through the management of change.
The key thesis of this literature review can thus be stated as follows: the future of the conservation of architectural heritage will not lie in the prevention of transformation, but in the management of transformation in order to maintain cultural significance as well as continuing utility and relevance. If this idea underpins an adaptive reuse strategy, then there can be a means for historic architecture to be a part of current times without losing ties with the past. In this regard, heritage conservation cannot only mean the maintenance of the inheritance, but the creation of the basis for its future significance as well.
